Her name is Mahiru Suruga, and she's the main character in a manga called
Peridot. (Which is, indeed, drawn by Hiyoko Kobayashi.) Kobayashi is also the
guy behind the somewhat better known "My Wife is a highschool girl",
to which this one is almost the polar opposite. It's a manga with lots of
streetfighting and streetfight-related zen talks. (And assholes getting their
teeth kicked out. Or in.)
If the two have something in common, though, then that would be that Kobayashi
obviously likes to draw ridiculously curvy women with huge boobs. So if you are
a fan of Tenjou Tenge, then this manga will certainly scratch your itch.
That is excellent work. I would have liked seeing you expand the background a
little, because this picture would also make an awesome wallpaper. (You wouldn't
even have to add to the drawing itself. Just the yellow-ish, cloudy background.)

but it's Horo -- the BEST character in the history of forever to sport animal
ears and appear in anime.

There's nothing wrong with the panties. Everything's wrong with the whole
composition, though. It's a lovely picture -- the girl is standing in the edge
of the forest practicing or just playing the violin for the hell of it -- but
the whole pantyshot addition just breaks the serene atmosphere in the picture
and turns it into a somewhat creepy semi-voyeuristic shot I found jarring.
